The Project Continues After Akira

Akira’s awakening destroyed Tokyo and helped trigger World War III. Decades later, the state still preserves Akira’s samples and data, keeps the surviving espers in a secret facility, and folds Tetsuo into the same research program when his power resembles Akira’s.

A catastrophic incident does not produce learning when the underlying institutions and incentives survive it. The capability program becomes secretive and continues, turning the previous disaster into research input and recreating the conditions for another one.

The film implies institutional continuity rather than showing a single formal decision to restart the project, and its psychic research is closer to weapons experimentation than ordinary AI development.
